The older woman was twisting the prayer wheel
There were some huts around the big stupa which was located in the center of the site in Boudhanath. Looking into one of the huts, a big prayer wheel was placed in it. The Buddhist scriptures were written in the Tibetan alphabet. It is believed that to spin around is equivalent to chant a Buddhist sutra once.
So many worshipers entered the hut and spin the wheel to practise charity. The older woman in this photo was one of such worshipers. She turned around while she had an umbrella in her hand.
