The rickshaw wallah, who was peddling the cycle-rickshaw, looked back. His face was just visible through the hole in the hood. It looked like he was doing a safety check to make a turn in the road.
While there are many cycle rickshaws on the road in India, most of them are simply a seat attached to the back of a bicycle. There is no turn signal, and usually there is no side mirror to check the back of the bike.
So, when changing lanes or making a turn, the rickshaw men have to shake their head like the man in this photo to see what's behind them. Well, maybe it's a bicycle, so if they happen to have an accident, it won't be a catastrophe. But the safety of the cycle rickshaw was pretty primitive.
