Umm. That's right. If it is electric wires, it is too dangerous. :-)

These must be very ancient warehouses, probably even dating from late Edo Period. The hooks should be for facilitating the rerouting or extension of wires, though i agree it is indeed quite dangerous to expose whatever insulation there is to the elements like that.
